Bishop Dr. Luis E. Paniagua is a highly respected chaplaincy and civil security figure. He is the International Alliance Of Chaplains and Law Enforcement, aligned with Clamor of New York. His extensive experience and dedication have led him to be promoted to General Chaplain Commander by the World Wide Federal Chaplains, a prestigious position recognized by the International Court of Justice.
Dr. Paniagua holds multiple academic achievements, including a Doctorate in Clinical Counseling from Central Christian University, a Doctorate in Ministry from Emmanuel Christian University (ECU), a Doctorate Honoris Causa from the Christian University Of Human Development, and a Doctorate in Pastoral Psychology from the Approved Biblical Worker Institute of Brazil. He has also received training from the New York City Police Academy and the Community Emergency Response Team in Crisis and Disaster Management. Additionally, he holds an Honorary Doctorate in Diplomacy from Logos Christian University and specialized knowledge in Protocol & Diplomatic Etiquette from the US Institute Of Diplomacy And Human Rights. He is an Ambassador-At-Large for the Order of Malta in Barcelona, Spain. His expertise in VIP Security and detecting signs of terrorism comes from his affiliation with Amaricen Security & Protective Corporation. Furthermore, he obtained a Bachelor’s Degree in Chaplaincy from the Island of Puerto Rico.
